Help using controller

Please help me if you can. I am trying to get mame32 to work on a computer running windows 98 but when I try to play mame versions of games that I own no controllers or keyboard will work. The game will load but I can not do anything with it because the keyboard and the controller will not respond.

Start the program and go to:
OptionsDefault OptionsControllers and
then checkuncheck what is needed;

I did that already, but no matter what options I select or disselect
the keyboard and controller dont work once the game starts.
