Tournament 5 - New Rule regarding speed of recordings

The new rule will be for NEXT tournament(not this one - tournament 4) will be that all recordings must have a 95 % minimum instead of 90 %. The reason? To be even more closer to the arcade feel. We still have 3 months before Tournament 5 - so critisism to this rule is welcome :) GB9

I don't think we have to take any more care than we have in past
tournaments. sf2 is a pretty gnarly cpu monger (i believe it's the
harshest of the t4 games, please correct me if i'm wrong...), but
there has been only one recording disqualified for slow play... and
that was 89%, a big majority of the acceptable speeds of sf2 have
been either 99 or 100. This tells me people with slow computers are
either hacking very well or using the autoframeskip as recommended to
get to 100%. If they were not playing because of sf2, it doesn't
show because the # of entrants are about the same.
