DOS MAME under Windows XP

so I launch m36b15 to playback this Raiden inp, and it closes upon start and nothing is displayed. I suppose it doesn't run under XP ? So what can I do (I have no floppy on my notebook) ?

It is possible to get DOS versions of MAME to run under Windows NT, if you're lucky. Easiest thing to try first, though, is the equivalent (or as close as possible) version of MAME32. Don't hold your breath either, Raiden is a rather tough game to get to playback, but more so in recent versions than in older ones.
Otherwise, you can try VDMSound, to get sound emulation for DOS programs under NT systems. Also, remember to disable VESA video modes, as these won't work under NT systems either.
