Question about the placement of the regulation Rules Page

If you ask me - I think the rules page(which at this time is located inside the submission page), should be put up one level to the main banner. I say this because the rules are very important, and everyone should be aware of them. Does anyone agree with this?

The rules link is also located in the banner Help link under Angry's
MARP users guide. But I guess that's fairly hidden.
