Those in-game warnings pre-date Mame by a considerable amount. Why have those warnings? To try to stop parallel importers bringing games into another country at a cheaper price than the official distributor for the US, European, World version of the same game would sell it to them for.

Of course, for us in NZ they can't block them from doing parallel importing due to our anti-monopoly laws that means parallel importers can import and sell whichever version they want to sell. That's why all DVD players in NZ come from the manufacturer/store as region free units.... although I notice some of the more recent ones have started coming with the region lock still set so they must be getting lazy with not making them region free at purchase time?!?

Various X68000 ports of arcade games keep those warnings, also. Some even keep the ROM tests, so that could just be seen as being true to the arcade original. ;)
