it's odd he calls it a bug.
I don't view it that way. I view it where the game was coded likely correctly as it states as it is expeected....but then in testing the gameplay maybe was too easy or caused some other flaw that could be exploited or cause an issue in the actual gameplay.
back then coders would do very simple fixes. so maybe they change that 1 line to differentiate pink and blue(blue green) monsters so all 4 monsters have different behavior. it definitely explains though why blue when pac is moving up splices off to the left...never to the right....cuz it is seeing pac's position as actually over to the left versus where pac really is etc.
the real testing of the gameplay was then likely much improved and to their liking so they accepted the change.
you would figure they maybe had at least a few versions of monster behavior that in testing the actual gameplay failed at first....but then got a combination that worked well.
you really won't know unless you get to talk to the actual code developers for the game.
