Been trying to find this game in MAME for a while now but I can't remember what it's called or what even what genre it would come under.
It's a post golden era game, mid 90's, Japanese I think. You play a scuba diver swimming around dodging the meanies and flipping over tiles as you go. You can move over or swim under the tiles but you can't dive underwater or resurface where there is a flipped-over tile. Tiles flipped over make up a picture of a woman that you choose at the start of each round and flipping over all the tiles will complete the level. Screens are about 10x10 tiles big if I remember, some of these details might not be exact but you get the gist .
